Asset Management Team
The Asset Management team, led by Connor McCambridge,
comprises five staff members and is based at Alpha House on the Belfast Harbour
estate. Alpha Housing has made good progress in improving the quality of
response maintenance services in recent years and has just mobilised a new
multi-trades Measured Term Contract (MTC) with H&A Group. Our extensive
planned maintenance programme includes major component replacements, cyclical
upgrades of our sheltered housing schemes, and installation of solar PV systems
to help fulfil our Net Zero ambitions. Alpha’s capable planned maintenance
framework contractors, such as Hetherington, are complemented by sector-leading
consultants Moore Macdonald who support us in scheduling works, procuring and
managing contracts.
Job Role:
You will be responsible for supporting the Head of Asset
Management in providing leadership, strategic direction, and operational
management to the Asset Management team.
As well as assisting the team in the delivery of response
maintenance, specific responsibilities of the role include leading in
formulating a 30 year investment plan and regularly updating the stock
condition database; delivering the annual c. £1.8M planned maintenance
programme; and leading in the measuring and reduction of carbon emissions,
especially through installation of solar PV and energy efficiency measures.
Main Duties and Responsibilities:
Strategic Asset Management
•
Deliver the Asset Management Strategy, updating
periodically as required.
•
Manage the stock condition assessment process,
including through oversight of consultants, to ensure there is full and robust
information to make effective investment decisions, predict building element
failure and estimate costs in advance.
•
This will include planning a cycle of stock
condition surveys and ensuring component replacements are recorded in the Asset
Management database.
•
Lead in developing the 30-year stock investment
plan, aligned with our 30-year Long-Term Financial Plan, and ensuring financial
viability and loan covenant compliance.
•
Ensure 30-year stock investment plan and annual
planned maintenance programmes facilitate the delivery of strategic objectives,
including transitioning our sheltered schemes to ‘stay put’ fire strategies;
upgrading schemes to a contemporary decorative standard; and fulfilling
commitments to achieve significant carbon reductions to fulfil ‘Net Zero’
targets.

Lead in ensuring the fulfilment of new
regulatory obligations, such as in pro-active surveying and prompt remediation
of damp and mould.
•
Draft asset management policies and procedures
in line with sector good practice and legal and regulatory obligations.
Planned Maintenance
•
Liaise with the Head of Asset Management and
Head of Finance in formulating the annual planned maintenance budget and
programme, aligned with strategic objectives.
•
With support from consultants, ensure the timely
scheduling of works and procurement of contractors, in line with corporate
policies, procurement law and sector good practice.
•
Effectively manage (again with consultancy
support) planned maintenance projects, ensuring they are delivered on time and
to a high standard.
•
Procure frameworks of contractors when required
and identify established third-party frameworks through which projects could
potentially be procured.
•
Closely manage the c. £1.8M p.a. planned
maintenance budget, anticipating any deviations and liaising early with
colleagues to manage these.
Response Maintenance
•
Support the Head of Asset Management in ensuring
the delivery of high-quality response maintenance services.
•
Provide advice to Technical Officers as
required, for example in determining the scope of works and authorising
expenditure in more complex situations.
•
Assist in contract management, liaising with
contractors when issues arise, and leading in some monthly contract management
meetings.
•
Model and promote the highest standards of
customer service, committing to excellence and continual improvement.
•
Support the development of more efficient
processes, including through the implementation of new IT software and other innovations.
•
Assist in the updating of response maintenance
policies and procedures.
Governance, Assurance & Compliance
·
Ensure compliance with the highest standards in
Health and Safety, especially in the delivery of the planned maintenance
programme.

Support the Head of Asset Management in enabling
compliance with all statutory and regulatory obligations.
·
Collate, quality assure, and engagingly present
KPIs and other performance data.
· Provide
accurate, timely and full reports to Board and Committees.
· Advise
colleagues on regulatory compliance and implementation of new guidance.
· Facilitate
internal audits, helping draft terms of reference and promptly implement
recommendations.
· Draft
policies and procedures as required.
Duties may vary from time to time within the broad remit of
this senior role. The postholder will be
flexible and pro-active in undertaking any such reasonable duties.

Qualifications:
A third level qualification in a relevant subject, e.g.
Surveying, Building or Engineering.
And
A minimum of three years’ experience gained in a housing,
building or related organisation with the ability to demonstrate specific
experience in the management of a planned and cyclical maintenance
programme.
Desirable
Qualifications

Health and Safety qualification: e.g. NEBOSH
Cert; CSR Gold Card

Membership of a relevant professional body, e.g.
CIOH/CIOB/RICS

Working knowledge of AutoCAD
Experience:
•
A minimum of three years’ experience gained in a
housing, building, or related organisation, with the ability to demonstrate
specific experience in the management of a planned / cyclical maintenance
programme

Managing construction contracts (ideally
including NHF and NEC)
