Commissioner for Resilience

2 year Fixed Term Contract (subject to review)

Belfast has been chosen to become one of only 100 cities across the globe to join the Rockefeller Foundation's 100 Resilient Cities programme (100RC). This $160m global programme challenges cities to think beyond physical resilience to encompass the whole range of economic, social and environmental factors that are often at play in the urban context. Belfast becomes one of only 5 cities within the UK to join the programme along with, Bristol, Glasgow and Greater Manchester and London and the only city in Ireland. 

This opportunity could not be better timed as Belfast is at a critical juncture in its history. Our universities and industries are important contributors to research and development, skills and trade. We aim to be a welcoming place for tourists and private sector investment and in recent years we have attracted over 21.7bn of foreign direct investment, demonstrating how much has been achieved as the city has transformed itself after 30 years of conflict.

The Commissioner for Resilience will be the chief architect of a robust, inclusive and action-oriented resilience strategy, created in conjunction with 100RC, to help the city to understand and prepare for future social, economic and environmental shocks and stresses. The Commissioner will co-ordinate across silos and sectors to ensure the successful implementation of the projects and programmes that emerge from the strategy development process, securing the necessary funding and resources to enable implementation, as well as monitoring and reviewing progress to refresh initiatives and identify new opportunities. 

To lead the creation and implementation of our resilience strategy we are seeking an experienced strategic leader with the proven ability to develop, shape and influence shared and cohesive approaches to city-wide initiatives to achieve urban resilience with a particular focus on economic resilience. A track record of working with partners and key stakeholders at a senior level across a wide range of sectors will also be required as well as the ability to apply international expertise in a local context.
